Army veteran surrenders in Pittsburgh hostage taking

The Pennsylvania military veteran who held a CEO hostage in downtown Pittsburgh today has surrendered and turned himself in to police custody.

"It is over. I feel very good and it's a real blessing that no one was injured and no life was taken," Pittsburgh police chief Nate Harper said around 1:50 p.m. today.

The suspect, 22-year-old Klein Michael Thaxton, had stormed into the offices of CW Breitsman Associates this morning and taken the company's owner, Charles Breitsman, hostage. Thaxton did not work for the company, which handles pension and benefit plans for other companies.

Police were unsure why Thaxton targeted Breitsman. Thaxton's mother, Rhonda, arrived at the office building to speak with police this morning. She told reporters she hoped her son would get the help he needed.

Thaxton told workers that he had a gun and explosives with him when he took Breitsman hostage. One witness said he was carrying a rifle, though police said they did not know what weapons he had with him.

Thaxton, who had a prior criminal record, updated his Facebook profile multiple times throughout the morning, telling his Facebook friends "i cant take it no more i'm done bro" and "how this ends is up to yall bro."

While the negotiations were still underway, Harper had said that Thaxton was "cooperative," although he was actively updating his Facebook page during the negotiations. Harper said the Facebook messages from friends could be "distracting" and "beneficial," according to the Pittsburgh Post Gazette.

"It's beneficial because it shows people care, but it's a distraction to our negotiators," Harper said. "We hope his friends will stop communicating with him."

Thaxton's Facebook page was eventually taken offline.

Police said that SWAT team members had been planning to breach the room where Thaxton was holding Breitsman if Thaxton did not surrender.

"Negotiators talked him into coming out of the office, releasing the hostage person, and he came out and surrendered," Harper said today.

No shots were fired and no one was injured during the situation.

The Pleistocene epoch ? lasting from 2.6 million to about 10,000 to 12,000 years ago ? was an exciting time: Continent-sized ice sheets advanced and retreated multiple times, and several varieties of humans inhabited Earth. During warm interglacial episodes, hyenas and hippos lived as far north as England; in colder periods, exotic species rendered Europe, in the words of this father-daughter writing team, ?a woolly Serengeti on steroids.?

The Last Lost World, however, is not so much about the facts of the Pleistocene as it is about the idea of the Pleistocene ? how scientists realized that ice ages occurred, that Homo sapiens shared the Earth with close kin and that the previously unknown phenomena of evolution and extinction shaped the biological landscape. Indeed, the Pynes note, the Pleistocene was ?invented? during an intellectual upheaval that changed the scientific landscape as much as the Pleistocene had sculpted the physical world.

In the early 19th century, nascent sciences such as geology severed ties with the humanities, provided a true sense of Earth?s age and guided researchers to find ever more clues to an ancient world hidden in soils, sediments and caves. A great story is buried in this book, but readers must dig through layers of metaphor to unearth it. Nevertheless, an ardent prospector can find enough nuggets to make the excavation worthwhile.

U.N. abductions team tells Pakistan to end impunity for military

ISLAMABAD (Reuters) - U.N. experts urged Pakistan on Thursday to investigate allegations that security forces had abducted hundreds of people and take steps to hold powerful intelligence agencies to account.

The remarks are likely to irritate the military establishment in Pakistan, where Western allies mostly avoid making public statements over the disappearances for fear of antagonizing generals who exert huge sway over foreign policy.

The first U.N. team to visit Pakistan to collect testimony from relatives of the missing concluded its 10-day trip by saying Islamabad needed to make sure suspects within the security forces could be prosecuted.

"Even though Pakistan may recognize that some disappearances have occurred, not a single perpetrator has been convicted," said Olivier de Frouville, who chairs a Geneva-based U.N. panel that monitors allegations of state-sponsored disappearances around the world. "They should really fight against impunity."

Pakistan's intelligence agencies have long resisted oversight by civilian governments in a country that has experienced long periods of military rule. The military has repeatedly denied involvement in abductions.

The French law professor said the Pakistan government should take steps to ensure it could exercise transparent oversight over the intelligence agencies and that military personnel suspected of abuses are tried in civilian courts.

"The state has to take some measures - and show that these measures are being taken - to supervise the work of these (intelligence) agencies. It has to be visible," he told reporters.

His comments will grate with Pakistan's army, which has long sought to cultivate a climate where support for the military is equated with patriotism and public criticism of intelligence agencies is taboo.

They may also upset Pakistani lawmakers who have questioned whether the team's visit represents a breach of sovereignty.

Requests by the U.N. team to meet the head of Pakistan's Inter-Services Intelligence Directorate, the premier intelligence agency, and officers responsible for security in Baluchistan province, where many of the disappearances have been reported, were declined, de Frouville said.

His team visited five Pakistani cities including Quetta, Baluchistan's provincial capital, to speak with civilian officials and about 100 relatives of victims.

Pakistani officials explained some of the disappearances by blaming them on armed groups or saying the missing individuals had fled the country, de Frouville said.

"NOTHING BUT LIES"

The U.N. mission has no mandate to investigate allegations of abuses and its primary role is to serve as conduit between victims' families and the government.

While the team has heard of cases of disappearances from across Pakistan, the phenomenon is most pronounced in Baluchistan, where security forces have been accused of waging a campaign of abduction and murder to try to silence separatists.

New York-based Human Rights Watch said in May that at least 300 bodies, many bearing marks of torture, had been dumped in the province since early 2011.

Baluch activists say the remains are evidence of a state-backed policy of "kill-and-dump" designed to intimidate activists campaigning for Baluchistan's independence.

Farzana Majeed, the sister of a prominent student leader who was taken away by men in uniform in June 2009 and remains missing, urged the United Nations to take action.

"We gave them documented evidence and Pakistan officials gave them nothing but lies," she said. "Let's see if they side with the oppressed or the oppressor."

Nasrullah Bangulzai, chairman of the Voice for Baluch Missing Persons, an advocacy group, said he had handed the U.N. delegation case files on 1,320 abductees, and the names of another 940 missing Baluch for whom fewer details are available.

"I hope that the U.N. team will not just prepare a report and sit idle," Bangulzai said. "We expect them to report the issue to the Security Council and recommend action for the recovery of missing persons."

Provincial authorities say fewer than 100 missing people remain untraced in Baluchistan.

The U.N. team says it is beyond its scope to assess the credibility of the allegations it receives and that Pakistani authorities are responsible for launching investigations. It will present a report to the U.N. Human Rights Council in 2013.

The team has released the first stunning images from a $40 million camera that over the next five years is expected to capture and help characterize 300 million galaxies, 100,000 galaxy clusters, and some 4,000 exploding stars, or supernovae ? all in the quest to figure out the nature of dark energy and how it has affected the evolution of the cosmos.

Where gravity exerts a pull on other objects in space, dark energy pushes objects apart, causing the universe to expand at an increasing rate.

The name dark energy was coined shortly after the phenomenon was discovered ? in no small part to convey its mysterious nature.

Some theorists posit that dark energy is the cosmological constant first proposed, then withdrawn, by Albert Einstein. Einstein invoked it as he worked out the implications of his theory of general relativity for the evolution of the universe. His equations pointed to the eventual collapse of the universe under its own gravity, but the universe at the time was widely thought to be static. So he added a cosmological constant to his calculations to keep the universe from collapse.

A cosmological constant would permeate the universe in ways that would induce it to expand at an increasing rate.

Others have proposed that dark energy varies with time and may even be a fifth fundamental force of nature, dubbed quintessence. Since it varies, it could be a repulsive force or one that attracts, depending on other conditions in the universe.

Whatever the explanation, "we believe dark energy became the dominant force driving the large-scale evolution of the universe several billion years ago," says Joshua Frieman, a researcher at the Fermi National Accelerator Laboratory in Batavia, Ill., and the director of the Dark Energy Survey project. "So we want to go back somewhat farther than that to see whether the properties of dark energy have changed over time ? since that would give us clues to its nature."

The Dark Energy Camera, bolted to the back end of a 4-meter telescope high in the Chilean desert, aims to hunt for dark energy through its influence on some of the universe's largest visible structures, peering back through time to a period when the universe was roughly 5 billion years old. During its five-year run, the camera will survey about 1/8th of the sky.

The discovery of dark energy is a classic case of scientists pursuing one objective stumbling on something profound in the process.

Two teams of scientists working independently first reported the discovery of dark energy?s effect in 1998 and 1999. The research teams had aimed to measure the expansion rate of the cosmos at different periods in its history.

To do that, they hunted for light from a particular type of exploding star as a tool to help them clock the rate at which the universe is expanding following the Big Bang, a sudden release of energy that spawned the visible universe some 13.8 billion years ago.

The species of supernovae the teams hunted, so-called type 1a supernovae, reach the same peak intrinsic brightness wherever they explode. For a time, a supernova's light can outshine the light from its host galaxy. Because light dims at a known rate as it travels, measurements or estimates of peak brightness of a supernova's light when it reaches Earth can reveal the distances to the galaxy hosting the explosion.

Clinton to hold closed briefing on rising anti-US violence

Updated at 5:40 p.m. ET: Secretary of State Hillary Rodham Clinton, National Intelligence Director James Clapper and other top diplomatic and security officials will huddle this week with lawmakers for a closed-door meeting on growing anti-U.S. violence in the Middle East and northern Africa, officials told NBC News on Tuesday.

The classified briefing was put together for House members after al-Qaida in the Maghreb, the North African branch of the terrorist group, published a call for followers to launch attacks on U.S. embassies and to kill U.S. diplomats.


The statement appeared to have been published Saturday, but it didn't come to widespread Western attention until Tuesday, when the Middle East monitoring service IntelCenter alerted its clients to the threat's appearance on a militant website. It called for attacks on U.S. interests around the world, but especially in Algeria, Morocco, Tunisia and Mauritania.

The statement called the assassination last week of Christopher Stevens, the U.S. ambassador to Libya, a "gift" that would "bring the Americans to the path of salvation and stop their war against Muslims."

Stevens was killed in a raid on the U.S. Consulate in Benghazi, Libya, on Sept. 11, along with three consulate staff members.

Clinton didn't mention the briefing in remarks to reporters in Mexico City, where she is holding talks with Mexican leaders on drug-interdiction strategies, but she said: "We are taking aggressive steps to protect our people and our consulates and embassies around the world.

"We are reviewing our security posture at every post and working with host governments to be sure they know what our security needs are wherever necessary," she said. "I think that it is important at this moment for leaders to put themselves on the right side of this debate ? to speak out clearly and unequivocally against violence, whoever incites it or conducts it?"

The rise in violence has coincided with anger in the Muslim world after the publication on YouTube of a short trailer for an unreleased movie called "Innocence of Muslims," which depicts the Prophet Muhammad as a gay, wife-beating child abuser. At least 28 deaths ? including those of Stevens and the three other Americans last week ? have been attributed to riots and violence in at least 20 countries in reaction to the video.

In Afghanistan, NATO forces enacted tighter security measures Tuesday after rioters attacked police on a road to the U.S. Embassy in Kabul and a suicide bomber blew up a bus near the Kabul airport, killing 12 foreign workers in an attack that Islamist militants said was in retaliation for the blasphemous video.

Col. Thomas Collins, a spokesman for the International Security Assistance Force, the NATO-led contingent overseeing security in Afghanistan, told NBC News that the measures would put a temporary halt to joint operations with Afghan forces unless they were approved by a regional commander at the level of a general.

"We did a very thorough assessment," Collins said. "We looked at where we are right now with this video being out and some heightened tensions.

"We just thought it would be smartest on a temporary basis to reduce the amount of exposure of our troops in certain areas," he said.

More than 50 international troops have been killed this year in so-called green-on-blue attacks carried out by Afghan forces or militants disguised in Afghan uniforms.

(AP) ? No one thought much about it when the largest lake in the Caribbean began rising in a year of heavy rains. But then it never stopped.

Lake Enriquillo in the Dominican Republic has doubled in size over the past eight years, swallowing thousands of acres of farms and more than a dozen villages.

In neighboring Haiti, smaller Lake Azuei has also steadily swelled, destroying homes and farms as well as disrupting trade by occasionally blocking a key cross-border highway. The two lakes are only three miles (five kilometers) apart and are fed by some of the same streams.

It's been a slow-motion disaster and potentially catastrophic for two countries already burdened by major environmental challenges. The waters' rise has worsened exponentially in recent years, especially after heavy rains in 2007 and 2008 hit the island of Hispaniola, which both countries share. While the cause remains a mystery, theories as to why the lakes are rising range from sediment and trash clogging the water system to increased rainfall from climate change and heavy storms.

Dominican farmer Domingo Bautista recalls how the water gradually overtook his sugar cane, banana and sweet potato crop. Within two months, the family had to abandon their one-bedroom home in the sunbaked village of Boca de Cachon.

"The water just crept up on us," said Bautista, who now works as a janitor at a roadside inn. "It didn't happen overnight."

The spread of Enriquillo has flooded 16 communities in two provinces, more than 46,500 acres of agriculture land and 1,000 properties, according to a July study authored by the Technological Institute of Santo Domingo and the NOAA CREST Center of the City College of New York. In all, some 10,000 families have lost cattle, farmland or their homes.

In Haiti, heavy rains made the situation worse last year and dozens of families were forced to evacuate. Many migrant laborers who cross into the Dominican Republic couldn't make the journey.

"It's a clear environmental disaster," said Antonio Perera, the Haiti country manager for the United Nations Environment Program. "It's happening slowly, slowly, slowly, and you won't see the immediate effects like an earthquake or hurricane."

Researchers have brought up several factors behind the rise of Enriquillo and Azuei, which both contain salt water because the low-lying region was once part of the ocean.

Scientists have speculated that, on the Haiti side, massive deforestation has caused sediment to fill the lake while trash clogs the canals that would drain it. The lakes in both countries may also be growing because of heavier than average rainfall in recent years.

On top of that, Perera said, Haiti's January 2010 earthquake may have shifted faults beneath both lakes and somehow altered the hydrology of the area, though water levels began rising years before the quake.

"Two or three days after the earthquake there were springs everywhere in Thomazeau," he said, referring to a lakefront town on the northern end of Azuei he visited after the quake. "Even in the living rooms."

Lake Azuei has expanded outward by about three feet per year for the past 10 years, growing to 52 square miles (134 square kilometers), according to satellite images captured in the City College of New York study. It was once only on the Haitian side but extends across the border by one to two kilometers, covering a Dominican customs office in brackish water.

Similarly, Enriquillo's shores have moved out by about three feet per year over the past decade, reaching 128 square miles (331 kilometers), double the size of the lake in 2004.

Many believe that the two lakes will soon merge as the water levels rise. Right now, they're separated by a road that often floods during heavy rainfall. Back-to-back storms in 2008 caused Azuei to spill and the border closed for several days, causing an untold loss in commerce.

Like Enriquillo, Azuei is surrounded by cinderblock homes, and even a two-story resort, that are either partially underwater or completely so.

Haitian farmer Cathleen Pierre and her family fled their home, now a part of Azuei, and live in a hodgepodge of shacks sandwiched between the lake and the mountains. The high cost of living in Port-au-Prince makes sure they stay there.

"If the water rises again, we'll move farther up the hill," Pierre, 58, said as she hiked among her crops of corn and coconut. "We don't have another place to go."

Despite the obvious concerns, both governments have done little to stem the rising water levels or help the families displaced by them. And it's not clear what the countries plan to do in the long term.

Both sides are studying the phenomenon and have called upon the United Nations to implement a $2.5 million project that has planted thousands of fruit trees along the border.

"The governments really need to get serious about this issue," said Jorge Gonzalez, a professor of mechanical engineering at City College of New York and the lead author of the July study.

Authorities in the Dominican Republic have been sending food weekly to the poorest villages on the lake. They've also rebuilt broken water channels that were damaged in the 2007 and 2008 storm seasons. The Agriculture Ministry said it plans to relocate 500 families around the lake to give them fresh land for farming.

The Haitian government, for its part, has laid gravel to elevate the road that leads to the southern border crossing, and Prime Minister Laurent Lamothe recently visited the area.

The new environment minister, Jean-Vilmond Hilaire, said Haitian and Dominican officials were first trying to understand what was going on before coming up with a plan.

"Both governments need to sit down and work to solve the problem," said Hilaire, who assumed the post in August.

The rising waters have only added to the region's environmental challenges. Already, Haiti has only 2 percent of its forest cover left, after people deforested the mountains by chopping down trees to make charcoal. In the Dominican Republic, deforestation has hit more than 20 percent of the country.

Plus, the lack of a proper sanitation system aggravated a deadly cholera epidemic that surfaced in Haiti the year of the earthquake and then spread, though mildly so, across the border.

After 2007's Hurricane Noel caused the lake water to flood his home and crops, Bautista left his farm for the border town of Jimani. He spent three months there, waiting for the water to subside as he took odd jobs to get by.

When he returned to Boca de Cachon, he found the water covered his house, which was stripped of its belongings by thieves. Bautista became frustrated while describing how little the government has helped him, and how he's forced to clean rooms at a love motel named El Encuentro, or The Encounter.

"I have kids and I have to work because I'm not going to steal anything," Bautista said in the middle of a two-lane road where it vanished into lake water. "I have to earn a living for my family and will do it with my own sweat."

570-megapixel camera to study dark energy

The first images from a phone-booth-sized 570-megapixel camera mounted on a telescope in Chile were released Monday as part of a five-year survey to help scientists figure out why the universe is speeding up.

The Dark Energy Camera is able to see light from over 100,000 galaxies up to 8 billion light years away in each snapshot. It has an array of 62 charged-coupled devices.?

The camera CCDs are constructed specifically to be sensitive to longer wavelengths of?light (the red end of the spectrum)?from distant galaxies and stars, which will help astronomers probe the nature of dark energy and the accelerating expansion of the universe.

The fact that the expansion of the universe is accelerating, rather than slowing down, remains one of the biggest mysteries of physics. According to Einstein?s theory of relativity, gravity should lead to a slowing of the expansion.

The speedup is thought to be due to an exotic form called dark energy that fills approximately 75 percent of the universe and exerts a gravitational force that works in opposition to gravity. But what, precisely, dark energy is and why it?s causing cosmic expansion, is unclear.

Over the next five years, the Dark Energy Camera at the Cerro Tololo Inter-American Observatory in Chile will create detailed color images of one-eighth of the sky to discover and measure 300 million galaxies, 100,000 galaxy clusters and 4,000 supernovae.

Members of the Dark Energy Survey will use the images to study the nature of dark energy via handful of technique that allow them to measure the expansion of the universe and the forces at play.

Scientists first learned of the accelerating expansion in 1998 thanks to studies of supernovae light that appeared to have been stretched on its way to Earth, suggesting the universe had also stretched.?

The findings have been backed up with studies of galaxies and galaxy clusters showing they are receding from each other.?

The Dark Energy Survey will, for the first time, make all four techniques used to probe dark energy possible in a single experiment.?

The ?first light? images released Monday illustrate that the camera is working. After a few months of testing, the experiment will get underway in December.

Guest Post: Robin Robertson's Fresh from the Vegan Slow Cooker

I?m so honored to be able to host one of my favorite cookbook authors, Robin Robertson, as part of her book tour today! Robin has over twenty cookbooks, writes ?The Global Vegan? column for VegNews Magazine,?was a contributing editor and columnist for?Vegetarian Times, and she?s also written for?Cooking Light,?Natural Health, and other magazines. In addition to being really excited for vegan-specific slow cooker recipes, part of the reason why I?m so happy to be a part of Robin?s book tour is because her Vegetarian Meat & Potatoes Cookbook?was actually the first cookbook I purchased when I became vegetarian and started cooking for myself back in college. The recipes are straight-forward and consistently delicious, and years later, I still frequently turn to that cookbook when I need inspiration.

I read through a pre-release copy of?Fresh from the Vegan Slow Cooker?and was equally impressed with Robin?s latest creations. I had a tough time choosing a recipe for her to share, although I immediately knew I wanted to?spotlight one of her desserts. Aside from having a huge sweet tooth myself, I?m not sure a lot of people immediately consider desserts when it comes to slow cookers. Robin?s recipe for Banana Brown Betty, in particular, stood out to me?

If you thought a slow cooker was only good for cooking beans or making chili, you may be surprised to learn that it?s great for making desserts too.? Some of the tempting desserts you can make in a slow cooker include baked apples, cobblers, cakes, and even cheesecakes?all without turning on the oven. I like to see the expressions of people when I tell them the cheesecake they?re enjoying not only contains no dairy, but was also ?baked? in a slow cooker.

There are several advantages to making desserts in a slow cooker. For one thing, it?s more economical than heating the oven, which, in the summer, provides the added advantage of keeping the kitchen cool. ?Baking? in a slow cooker produces moist cakes and other desserts without the worry of scorching or burning, as the steamy heat of the cooker gently transforms ingredients into tasty treats.

Some desserts, such as puddings, are best made directly in the slow cooker insert, while other desserts, such as cakes, are best ?baked? in pans that are set inside the slow cooker. If you plan to make a dessert using a baking pan, it?s important to be sure you have a pan that fits inside your slow cooker. For example, a 7-inch springform pan will fit inside a 6-quart slow cooker. You should also be able to find small cake pans, glass or ceramic baking dishes, or aluminum pans that will work.

Whether you ?bake? your cakes and other desserts directly in the slow cooker or in a pan set inside the cooker, you may want a piece of parchment paper, cut to fit, to arrange in the bottom of your pan or slow cooker for easy removal of your dessert.

An especially yummy dessert from Fresh from the Vegan Slow Cooker is the Banana Brown Betty, a take-off on the traditional Apple Brown Betty dessert. Quick and easy to assemble, it takes just 1 1/2 to 2 hours to cook in the slow cooker. Just put it on to cook before you start preparing dinner, and it will be ready to serve when you?re ready for a little something sweet after dinner.

Slow Cooker Banana Brown Betty

?Recipe: Banana Brown Betty

Serves 4

Slow Cooker Size: 4-quart

Cook Time: 1? to 2 hours on High

Gluten-free Option

Soy-free

Ingredients

  • 1?3 cup pure maple syrup
  • ? cup unsweetened almond milk
  • ? teaspoon ground cinnamon
  • ? teaspoon ground ginger
  • ? teaspoon ground nutmeg
  • 1?8 teaspoon salt
  • 6 cups cubed white bread (see Note)
  • 4 ripe bananas, peeled and chopped
  • 1?3 cup chopped toasted pecans
  • 1?3 cup packed light brown sugar or granulated natural sugar
  • 2 tablespoons brandy or rum or 1 teaspoon brandy or rum extract

Directions

1. In a large bowl, combine the maple syrup, almond milk, cinnamon, ginger, nutmeg, and salt and mix well. Add the bread cubes and stir to coat.

2. In a separate bowl, combine the bananas, pecans, sugar, and brandy, stirring to mix.

3. Lightly oil the slow cooker insert or spray it with nonstick cooking spray. Spread half of the bread mixture in the bottom of the cooker, followed by half of the banana mixture. Repeat the layering, then cover and cook on High until firm, 1? to 2 hours. Serve hot.

Note: For gluten-free, use a gluten-free bread.

I?m happy to report that it?s even better than I imagined?almost like bread pudding meets sticky buns. The bananas caramelize and become super sweet, the edges get browned and crispy, and the toasted pecans and spices are quintessentially Fall. All that was missing was a big scoop of vanilla coconut milk ice cream melting over the top.

Given Charlie?s history with cancer ? he had one of his hind legs amputated in March to get rid of a tumor ? the veterinarian recommended immediate surgery.

The timing couldn?t have been worse. Polcari had just been laid off from her job, and now she and her husband were looking at an $850 bill. She was also six months pregnant.

?It?s like, ?What are we going to do? Now? Really? Of all times?? ? Polcari said. ?It?s really tough to meet our bills and to have this large amount of cost for Charlie coming up, it was just really unexpected.?

The Polcaris had been able to pay for Charlie?s amputation by raising money through family and friends. But now, they didn?t know what to do.

That?s when the vet told them about Fairy DogParents, a nonprofit that helps dog owners pay for their pets? needs during times of economic hardship.

?We filled out the online application, and I got a phone call that night saying that they would love to help,? Sara Polcari said.

Since it started in 2009, Fairy DogParents has provided aid for nearly 400 dogs in Massachusetts: $150,000 worth of dog food and medical care.

?It?s to prevent dogs from being surrendered to shelters or euthanized when their owners cannot afford care,? said Marlo Manning, who founded Fairy DogParents. ?Financial hardship is a very common reason why people surrender their animals to a shelter. And once they do that, it?s not a choice that you can undo.?

Between 2 million and 2.5 million dogs enter U.S. shelters each year, and between 1 million and 2 million of those are euthanized, according to estimates from the American Society for the Prevention of Cruelty to Animals. The ASPCA also says that as many as 1 million pets in America are at risk of becoming homeless because of the recent economic downturn.

?I?ve never had to choose between caring for my dogs or caring for myself,? said Manning, 39. ?Most of the people we help, they?re doing their best to get back on track. And then a crisis happens with their dog. And it?s just one more thing that they can?t afford. ?

?It?s emotionally taxing on them because they think, ?If I can?t even take care of this dog, what right do I have to have it?? So we want to take that burden away and say: ?You do have a right to have it. Get through this, and we?ll help you.? And through that, we give them a little ray of hope.?

Manning knows how much an ailing dog can cost. She and her husband adopted their first dog, Ladybug, from a shelter in 2005, when Ladybug was 10 years old. In the four years she spent with the couple, the pooch developed a host of health issues, including vertigo, dementia and ultimately cancer.

Over time, the costs for Ladybug?s medicine, vet bills and special food averaged about $300 to $400 a month, Manning said.

?Having gone through a job loss myself, I thought: ?I?m really glad that we had Ladybug when we did, because we were able to afford it. If it had happened at a different point in time, I don?t know what we would?ve done. We couldn?t have given up on her. She?d never give up on us.? ?

After Ladybug died, Manning still had hundreds of dollars? worth of pet medications and prescription food. With the veterinarian?s help, she donated them to another dog owner in need. But she was left wanting to do more.

When Manning went to retrieve Ladybug?s ashes from the veterinarian?s office, she asked the staff whether they knew of a way to sponsor the dog of a family less fortunate. They did not, but they directed her to a local newspaper article that discussed the growing need.

They couldn?t afford to feed them, never mind get them medicine,? Manning recalled. ?With Ladybug, her remains by my side ? within seconds, I melted into a puddle and couldn?t stop crying. I said, ?I have to do something.? ?

When Manning founded Fairy DogParents, her goal was to help three families in her first year. She exceeded that expectation by 24.

?I had such a hole in my heart; I had to fill it,? Manning said. ?And I couldn?t fill it by running out and getting another dog. I chose to find a way to sponsor other people who could not afford to keep their dog.

?Because (Ladybug) came from a shelter, it had two meanings for me. One was to keep her memory alive. And the other was to keep another dog from going to a shelter since that system is already stressed enough as it is.?

Dog owners can apply online for financial help, which is all funded by private donations. The nonprofit is able to subsidize up to $800 a year for a dog?s acute or chronic care and $300 a year for general wellness needs. For dogs who have needs exceeding those limits, the group has also hosted online fundraisers.

?The money is given directly to the vet or pharmacy,? Manning said. ?And the dog owner is responsible for at least 15% of the cost.?

Dogs must also be spayed or neutered to receive help.

The average applicant makes a maximum of $2,000 a month before taxes. The group prioritizes the elderly, people with disabilities and people whose unemployment benefits have expired.

?A lot of the people that we sponsor ? have already lost so much that the one thing they try to hang on to is their dog,? Manning said. ?A lot of them have lost their jobs. They?ve lost their homes. Some have even lost their significant other or their loved ones. And the dog, to them, is some sort of normal or a tie to a happier time. And they don?t want to have to make that devastating decision.?

Oftentimes, families who turn to Manning?s group are facing life-and-death scenarios related to their dogs. Manning says 75% of the grants her group has awarded have paid for emergency treatment that spared the dogs from being euthanized.

?We?re just completely surprised that they were just able to help us out with the full (sponsorship) amount,? Polcari said of the assistance her family received. ?It was just such a blessing, and we?ll be forever grateful that Charlie gets this second chance.?

For Manning, who also has a full-time job at a market research firm, being able to provide those second chances is a tribute to Ladybug?s memory.

?Every picture you see of a dog we?ve helped, every story that we tell, it?s a happy ending. This dog is with its family and never had to go into a shelter,? Manning said, beaming. ?It?s living happily ever after at home. And that?s why we?re called the Fairy DogParents, because much like (in) Cinderella, we?re in the background. The dog doesn?t even know we exist, and we?re just making sure it gets to the ball.?

Mange and viral diseases have a substantial, recurring impact on the health and size of reintroduced wolf packs living in Yellowstone National Park, according to ecologists.

Following the restoration of gray wolves to Yellowstone in 1996, researchers collected blood from the animals to monitor parasite-induced disease and death. They also tracked the wolves in each pack to follow their survival and allow additional data-gathering.

"Many invasive species flourish because they lack their native predators and pathogens, but in Yellowstone we restored a native predator to an ecosystem that had other canids present that were capable of sustaining a lot of infections in their absence," said Emily S. Almberg, graduate student in ecology, Penn State. "It's not terribly surprising that we were able to witness and confirm that there was a relatively short window in which the reintroduced wolves stayed disease-free."

The researchers found that within a year after the wolves were reintroduced to Yellowstone, 100 percent of the wolves tested had at least one infection, but mange did not infect wolves living in the park until 2007.

"We can look at the biology of the diseases and predict which ones will come in first," said Peter J. Hudson, Willaman Professor of Biology and director of the Huck Institutes of the Life Sciences, Penn State. "What was surprising was that so many diseases came in so fast, but those were the ones we expected to come in first. It wasn't really a sequence, they were almost there immediately. That's very interesting in itself. "

The diseases that infected the wolves quickly were all viral, including canine distemper and canine parvovirus -- both contractible through bodily secretions. Mange, however, is a skin infection, caused by scabies mites, that makes the wolves scratch and lose fur. An infected wolf can lose enough body heat in the winter to freeze to death. Mange is spread by direct contact with another mite-infected animal or by contact with the mites themselves, as they can survive away from a host for several days, depending on the temperature.

"Where did those diseases come from?" asked Hudson. "Most of them initially came from other canid species, like coyotes or foxes. Wolves are animals that disperse far and move around fast, and once the wolves were established the diseases were spread from pack to pack."

Almberg and Hudson tracked how quickly mange spread from pack to pack after the disease entered the population. The number of infected wolves in a pack did not affect the likelihood of a neighboring pack to contract mange, but distance was a factor -- for every six miles of distance between an infected pack and an uninfected pack, there was a 66 percent drop in risk for the uninfected pack. Some wolves and packs were not severely affected by mange, while other packs were decimated, the researchers report in the current issue of Philosophical Transactions of the Royal Society B.

In January 2007, Mollie's pack was the first in Yellowstone to show signs of mange infection. As of March 2011, they had recovered. The Druid pack, which had been one of the most stable and visible packs in the park, according to Almberg, started to show signs of mange in August 2009.

"It was in a very short amount of time that the majority of the animals [in Druid] became severely infected," Almberg said. "The majority of their hair was missing from their bodies and it hit them right in the middle of winter. The summer before it got really bad, we saw that many of the pups had mange."

The Druid pack was gone by the end of the winter in 2010.

The researchers note that the wolf population in Yellowstone experienced several phases -- from 1995 to 2003 the wolves experienced rapid growth, from 2003 to 2007 the number of wolves stabilized, and the most recent data from 2007 to 2010 shows a decline.

"We're down to extremely low levels of wolves right now, we're down to [similar numbers as] the early years of reintroduction," said Almberg. "So it doesn't look like it's going to be as large and as a stable a population as was maybe initially thought."
